As the 88th General Assembly nears its adjournment target, the inevitable attention toward the manner of distribution and amount of general school aid to be directed to Arkansas' public schools during the next two years has become the topic of discussion.
Practically every business, professional or governmental group can cite a "code of ethics" which guides practice and presents a standard of behavior which will form the basis for expected conduct.
As the discussion about improving school and student performance has moved to center stage across the nation, a central theme and absolute truth has emerged. Teachers make the difference in every school--large and small, rural and urban.
A Trivial Pursuit or Jeopardy question which might challenge even the sharpest player might go like this: “What is the largest and most accountable group of community volunteers in Arkansas?” Answer: The more than 1,400 local school board members who govern Arkansas school districts.
Sometimes it is worthwhile to reflect on current institutions and practices and to acknowledge the wisdom of previous decision-makers which benefits us today. In few areas is this wisdom more evident than in the working of the fifteen Educational Service Cooperatives.
