Celebrating the 2025 Partners in Education Award Recipients

Each year, Fort Smith Public Schools honors the outstanding individuals and organizations who go above and beyond in their support of students and schools through the Partners in Education (PIE) program. These honorees embody the spirit of service, collaboration, and community that drives student success.

Norma Shaffer Partnerships of the Year

Named after longtime PIE coordinator Norma Shaffer, this award celebrates one outstanding elementary and one secondary or program partnership.

Elementary Winner: Rheem and Orr Elementary
Rheem and Orr Elementary School have been awarded the Elementary Norma Shaffer Partnership Award. Their continued commitment to mentorship, educational resources, and hands-on learning opportunities helps enrich the student experience at Orr Elementary.

Secondary Winner: The 188th Wing and Kimmons Middle School
The 188th Wing and Kimmons Middle School have earned the Secondary Partnership Award. Their innovative collaboration supports academic growth and career readiness, empowering students to thrive in and beyond the classroom.

Cathy Williams Partner in Education Award: Bailey Morgan, Arvest Bank

Established in 2011, this award honors an individual whose long-term dedication has made a lasting difference. This year’s recipient, Bailey Morgan of Arvest Bank, is a valued mentor and partner at Tilles Elementary. Ms. Morgan is recognized for her consistent presence, compassionate mentorship, and leadership in strengthening school events and engagement.

Bud Jackson Teamwork Award: 188th Wing and Kimmons Middle School

Named after Samuel “Bud” Jackson, this award celebrates exemplary teamwork supporting school partnerships. The 188th Air National Guard has been honored for their outstanding collaboration with Kimmons Middle School, demonstrating unified purpose, creativity, and deep care for the school community.

See. Think. Build. Award: Evan Smith and Boy Scout Troop 2316

The PIE Advisory Board created the “See, Think, Build” Award to recognize extraordinary contributions that defy expectations. This year’s recipient, Evan Smith, an Eagle Scout and former Ballman Elementary student, led the creation of an outdoor classroom and garden. Despite setbacks, Evan’s “Raise the Roof” campaign brought even more support to the project, now serving as a vibrant space for hands-on learning.
