Bell to Bell, No Cell Act Signed Into Law

In February 2025, the Arkansas Legislature passed the Bell to Bell, No Cell Act (Act 122), which will go into effect for all public and charter schools starting with the 2025–2026 school year.

This new state law prohibits student use of personal electronic devices—such as cell phones, smartwatches, tablets, and earbuds—from the start of the school day (the first bell) until the final bell. The legislation aims to reduce distractions, support student mental health, and promote a stronger focus on learning in the classroom.

What This Means for Fort Smith Schools 

We are currently developing a district-wide policy to comply with the new law. This policy will outline expectations, enforcement procedures, and exceptions for things like:

  • Health-related needs or documented disability plans (IEP or 504)
  • Emergencies
  • Instructionally approved classroom use

Once finalized, the policy will be shared publicly on our website, sent to families, and included in back-to-school materials.


At the July 21st School Board Meeting—which can be watched here—district leadership presented the proposed policy and explained how they plan to implement the plan across Fort Smith Schools.

How Parents and Guardians Can Help

As we prepare for this change, families can help by:

  • Talking with students over the summer about the new law and what it means for their school day
  • Encouraging healthy tech habits at home and at school
  • Making a plan for how to reach your student in an emergency through the school office
